“Unfashionable though it is to say so, President Bush ended the Cold War with an implicit agreement with Moscow that the West would not go east after the collapse of Soviet Communism. That means his successors Bill Clinton, George W. Bush and Barack Obama have reneged on the US side of the bargain. If this is indeed the case, should Washington have taken into account Russia’s susceptibilities and its attempt to protect what it deems as its sphere of influence? Or are we witnessing the rebirth of a Russian expansionist revolutionary power that justifies US-led containment?
